Well the first law states an object will remain moving in a straight line unless acted upon by an external force, the second says that force is equal to mass times acceleration and the third says that for every action there is an equal and opposite reaction.  My best guess is the second because the amount of force you would need to move a small car is lower than the force needed to move a large car thus the equation deeming the smaller car easier to move.
